In a situation where all players have poor network that might result in an even more frustrating experience of 'Network Error - your speed's bad so we kicked you all off' but letting people get in to it and the game behaving like it's being streamed over a 56k modem is probably worse. If clients could negotiate and update each other on relative ping to one another, they could figure out where the network bottleneck is coming from, warn them, then if need be - drop that connection. I do wonder how sophisticated it is and could be in future. But you'd get input lag and other things then too.
